Honestly, I don't know what happened with Theta but I remember before rush everyone was scared to get theta and aphi. Not even because any of us knew girls in those house it was just word of mouth that those houses weren't prestigious. Obviously looking back that is extremely shallow but at the time it's how everyone felt. And that's why you saw girls crying when they got those two houses on bid day. And I think it's the reputation of being bad that had kept theta bottom and that keeps girl reluctant of wanting aphi, during rush they had really awkward girls talking to everyone and I think it reinforced that stereotype. I think the only way they will grow and get better is if they have a great rush and make girls exited about visiting their houses.
