I am an out of state student also. You will want to get letters of recommendations to all the sororities. The 'top' tier sororities are harder for out of state students to get into, you almost have to be a legacy with connections. I didn't even decided to rush until about a month before school started. I was like you, I wasn't concerned about the tiers, they meant nothing to me. I accepted a bid with a mid tier sorority and I am very happy with my Sisterhood. So to answer your question, first make sure you get letters of recommendations to every sorority, and when you get to school start making some connections. Also don't do anything stupid like getting sloppy drunk after you get here.
