UGA does not use variable quota. We set a different number of PNMs for each chapter that they are encouraged (not forced) 59 invite back each round based on their numbers the previous years. However after pref round, Panhellenic sets a number for quota that is the same for every house. The only think that varies is that top houses have to make more cuts early on and bottom houses have to make more cuts at the end, but everyone has the same quota in the end so chapter/pledge class size doesn't vary much between chapters. That system has its downsides as well though because top chapters can essentially cut everyone they don't want early on while bottom houses are stuck all with the leftovers and have to pref 300-400 PNMs (our quota is around 70). So the top houses stay top and the bottom houses can't improve because all the good PNMs don't have to go to the bottom tier houses by philanthropy or pref round. Moral of the story, there is no perfect solution for recruitment and each systems has its strenghts and weaknesses.
