That is a absolutely FALSE. If a pnm is extended a bid and declines, she is ineligible to accept another bid for 1 year. You can't just decline your bid to XYZ and take a COB bid from another house. It doesn't work that way!! Plus, XO and DDD are over total so they're ineligible for COB.
