I have no doubt that XO and KD out rushed everyone else from the start. The problem was that even though everybody wanted them, they had to keep legacies and girls in the houses fought for their connections rather than the new girls. So they had to drop top girls that other houses swept up. It's not who started strong, it's who finished. The top girls will implore the alum to be much harsher to legacies next year to counteract this.
