The outcome is really the same as far as I'm concerned. Especially if you won't go to your least preferred house. Either way, there's no guarantee. So the results would be the same. Scenario-1: you list both houses, knowing you won't go to house #2. House number #2 picks you. You decide to drop. No house. Scenario-2 You only list one house. (Your number 1 favorite). They don't pick you. No house. To me, there's no difference.
