OMG. Whomever told you that is completely clueless! Do not be rude and hurt the feelings of these women. Have some class. You will get your first choice if you are high enough on their list and they get to your name before they make or reach their quota number. If they reach their quota and your name is left, then you will fall to your second choice. If you absolutely positively don't want to pledge your second choice, then don't list them as an option after preference.
