It's true. The top sororities are allowed to invite less girls to pref than middle chapters based on past return rates. Same as with every round. If you have three top sororities, and two of them are doing better in rush than the other one, there is a ton of cross preffing between those three. That puts the third at risk of not getting quota if they can only invite 200 to pref and other houses can invite 300-400, and most of their 200 go to other chapters. There's more of a safety net for middle and bottom houses who invite a ton more to pref. This is why sororities get all crazy and drop girls they just "think" are going to another top house.
