You don't think that chapters will be allowed quota additions in scenarios like this? I get that Chapters are not forced to take quota additions, and understand that girls higher on the list will receive bids before girls lower on the list, but with RFM, everybody is pretty much guaranteed a bid if they maximize their options. If you pref DDD & XO, (we only pref 2 houses) and you are not high enough on either list to receive a bid because they have already met quota, then you will go to the house with the smaller total. Panhellenic can't for force a sorority to give a bid to someone they don't want, but by inviting someone to pref, you are essentially saying she is already (somewhere) on your bid list. Technically for a sorority to say they don't want to bid somebody, they would have to release her prior to pref. As far as quota additions go, yes, Panhellenic can force a sorority to take above quota. In the same scenario as above, if somebody prefs ddd and xo and does not receive a bid from either, Panhellenic will ask which sorority will be willing to take her. If neither want quota additions, the house with the lowest total will have to take her, unless they can prove that something substantial happened with the PNM after pref, but before bids are passed out. (Like they found out she lied about grades, or got caught in a compromising situation after pref. \n\n\n\n\n
