Theta - that reputation shoots them in the foot and I don't see how they could possibly fix it. ADPi - I think ADPi just really screwed up in their first years and once you have weird girls, it's pretty well impossible to get those weird girls to recruit top knotch ones. Do they have large enough PCs? Yes, but they made the mistake of accepting anyone and everyone. Every sorority needs a slight niche to have good chemistry/sisterhood and continue to attract the right girls.
