"Why does Indiana get to play by different rules then the National panhellic rules?" Funny you should ask that. IU sororities give a big middle finger to national Panhellenic. It's not just the GPA minimum but refusing to take a total quota. The GPA minimum is so less women will rush. Why? Because they don't follow national panhel rules on pledge class size to maximize campus participation by dividing the number of women submitting bid cards by the number of sororities. You know the rule that EVERY other campus in the country follows. Because of this, it would be even stickier if more women rushed. Every year they raise the GPA a little bit (.05) with the goal of getting to 3.0 so that less women will rush and they can continue to do what they want with regard to pledge class size. Pledge classes should be in the range of 70-80 (maybe more b/c less would drop in process) with the size and interest of our campus. This is the first year that even 50 is required. Do you see how crazy this is? Best yet is a select few of these women with bad GPAs will still be given bids by "top" chapters after recruitment even though they could not participate due to GPA because they are "hot", rich or well-connected. WITH INLY 50 spots, you'd better believe many of those spots are already spoken for before recruitment even begins. It's messed up.
