Asking the same question over and over will not change reality. Your appeal was denied. And even if it weren't, most (if not all) houses will cut you after day one. The fact is that most houses have GPA requirements that exceed the minimum entry requirement. IU is WAY too competitive for houses to take grade risks on anything below a 3.0 Please listen to what most people are telling you: get those grades up and try again as a sophomore. You will have a much more successful recruitment as a sophomore with a 3.0 (or preferably higher) than as a freshmen on a waiver with a 2.78
