even though AEPhi may be the smallest, like hmm said they have chapters at more quality universities than a lot of groups. And actually % wise I think they have the smallest # of inactive chapters because they seem to have a more rigorous colony process than the other sororities. So no, I wouldn't call them the weakest because they choose quality over quantity.
