Their quota is not much higher. Each chapter sets its own quota. Last year ASA's quota was 45 and TPA's quota was 60. There were several more established (older) chapters whose quota was 50+. Tomorrow, some chapters may have a 4th party. This could be where the "extra round" came about. It's not an extra round, it's just an extra party. So instead of having three preference parties, a chapter might have 4.
