NO NO NO. This is really ignorant about nationals deciding how many members a chapter can have. Nationals don't and can't do that by NPC rules. The sororities have to abide by the CHAPTER TOTAL set by IU Panhellenic, which is the maximum number of members every chapter on campus cannot go over. It is revised every year and is the same for every chapter. Any chapter below that number can COB to get up to Chapter Total but can't go over that number. The purpose is to create and maintain equity among the chapter memberships. A chapter's nationals can encourage them to take up to Chapter Total but no chapter can go over it. Also members not living in house are still in the chapter membership and count toward their Chapter Total, so if a chapter needs to fill their house, they can't just add members if they are already at Total. Members graduate, change schools, drop out, or sometimes don't have the recruitment numbers, and this will take a chapter below Chapter Total. They can COB up to that number if they wish. Chapter Total is adjusted by Panhellenic after formal recruitment and takes into account the new member class sizes and the relative chapter sizes of all the sororities.
