Chio and axo are top, but "lower top" - "upper top" is all based on tradition, and is Alpha Phi, Pi Phi, Tri Delt and probably ZTA even though they aren't "3rd st elite" middle tier would be houses like theta, KD, a xi d etc. However don't let this fool you into thinking axo, chio and g phi aren't respectable and great chapters. Out of these 3 especially, axo has been snagging great pairs for little 5 and homecoming and that's not coincidence.
