1. Dodds House finished 4th in 2008 with 3 riders. Sigma Nu won in 1990 with only 3 riders. There have been plenty of teams to do it. 2. Quals means nothing. Team Pursuit is the best indicator. So I extpect Pi Kapps to come in around 12th. So have fun standing at little 500 for 4 hours cheearing on the 15th place team, not on lead lap.
