Ignoring directives from the national office both in 2016 and 2018 is similar. Circumstances may have been different, but their poor decision making skills regarding national policy is still an issue. Stop sticking for a chapter that repeatedly making mistakes and then writing crappy things about chapters who either follow the rules or don't get caught.
