Each IU chapter (other than the smaller nationals like TPA, ASA and DPhiE) have at least 50 or so legacies come through recruitment. Some years Theta has almost 150+ legacies come through. So having 4 legacies cut right before pref doesn't mean that they couldn't have taken a dozen more. DG takes anywhere from 8-20 legacies in an average pledge class. No one knows for sure. But the not following rules part is spot on. Their national has been lenient with them because it is one of their strongest chapters. DZ is just a middle of the road national organization with a little know philanthropy. So they get a lot of slack. Probably not anymore.
