The tier system would change if IU really wanted it to. At Mizzou the pairs are determined randomly and each sorority is paired with an NIC fraternity and then either a smaller NIC or a multicultural fraternity. Because it is done randomly, there isn't a stigma attached to your pair. The fraternities are fined and other sanctions are imposed if they don't participate in the activities, for example a few years ago one of the fraternities (for whatever reason) didn't help out with homecoming at all so they were fined and then they were not allowed to pair for the next event. Until the SLL office decides it wants change, it won't happen.
