There will always be houses considered top/middle and bottom until the pairs are either randomly selected or assigned. Unless that happens, there will continue to be hundreds of pnms who get their feelings hurt and drop out when they don't get into one of the chapters considered "top". They are more afraid of a perceived social stigma than they are of missing out on the Greek experience. Then they regret their decision and are still trying as Juniors when they could have ended up happy in a house freshman year enjoying more years of building memories. Panhel has to take the lead on initiating this change to make the entire system better. Start with an experiment of 50% randomly assigned socials and you will see all of the houses get stronger.
