If a house doesn't make quota, a chapter can go back and look at who might have dropped out of recruitment. If they see someone they might be interested and that's still available they could offer her a snap bid. If a chapter does snap bids, the PNM has to make a decision right then (hence the word snap). The PNM would have her bid handed to her with the rest of her pledge class. Only the chapter (usually president, Rush chair and exec board) and the PNM would know she was a snap bid. Do not confuse snap bids with COB ( continuous open bidding) which is also called informal recruitment.
