Okay so I know a lot of low tier fraternities that I have SO much fun at, but they are considered "low tier" because of something that happened a LONG time ago...like probably 7 years ago. Same with some sororities. basically I have 3 questions: 1. How do low tiers BECOME low tiers? and 2. How do they raise themselves up into a higher tier? 3. Are rankings set in stone?
