Hm is wrong. 55 is not a cap, it's a minimum that each sorority must take. Since there is no set campus total (total = the max amount of girls in a sorority) if a sorority wanted to take twice or three times that, it's their prerogative. Most schools use a quota system which is basically # of pnms divided by number of sororities, no matter how many pnms there are. IU uses bed rush which limited the amount of women to the space available in the house. The smaller sizes are seen as more elite. Also IU is far from the only school with a tier problem, and people dropping recruitment or even leaving school if they don't get the "top" sorority they want.
