That's not how Quota additions work. Very close though. If you are a QA, no one knows except panhel. You get your bid like everyone else. If you do not get bid matched with any of your chapters you had at pref, they look at who had you higher on their reserve list, who you had higher, and the total size of the chapters already. Whatever determining factors they base it off of they put you as a quota addition for one of the chapters you had left.
