What you are saying makes no sense. If AGD knew that they needed more girls, they would just increase their own personal quota. I agree with @maybe... that it costs more to have COB...AND I would like to add that having COB isn't great for publicity for the house. If a chapter can avoid having COB, they will do their best to avoid having COB. So if AGD knew that they needed more girls, they would just take more girls during formal recruitment, since IU quotas are essentially set by the individual chapters.
