No they haven't been, AXO was a top house for much longer, then their national came in and made them raise their GPA. They had to give bids based on GPA and they dropped. When they dropped APhi jumped up. APhi didn't become a top tier chapter until mid to late 90s when AXO had grade issues and XO had other issues. Before the Greek life took a downturn in the mid to late 90s, the big four were AXO, XO, Tri Delt and Pi Phi. The next tier was Kappa, Theta, ZTA and Alpha Phi. If you look at fraternity pairings over the years, Alpha Phi didn't start pairing with ATO, Beta, Sigma Chi until that time. Pi Kapps was a bottom tier newer chapter at that time, too. I am the third generation IU Greek in my family with a wide variety of chapters represented, I know IU Greek history fairly well.
