COB and Spring Rush are the same EXACT thing. They both mean that a house needs girls to fill up the spots so they recruit girls in the spring. Houses that consider themselves on the top will use the term COB so it doesn't look bad - where in reality is the same exact thing. Houses that did spring rush this year were Alpha Phi, Zeta for sure. Not every top house does COB! COB is only done when girls are needed because a) a lot of girls dropped, b) they just need girls. Either way yes, it is the same thing. COB consists of emailing girls. Either way ya need them.
