^ what this person said! As a junior it depends on who you know. If you're someone who would fit in and you know enough guys in the house who will vouch for you then you're gold. you also wouldn't want to join a house as a junior unless you already have friends in that house anyway. Your pledge class is going to be made up of mostly freshman and as a junior you're not going to want to hangout with bunch of freshman dudes and never get the chance to go to the bars because all your good friends are still 19.
