Each house has a different rule but most houses is that legacies are guaranteed to past a certain round, then it's fair game. Some houses that are big nationally have like 40+ legacies so it would be really hard to take them all. Likewise, the strength of your legacy status plays a huge part. If your sister is in the house/just graduated that is more helpful versus your grandma being a legacy at a school in California. There is still no rule that legacies have to get a bid.
