We had this discussion already to simplify our ranks because our lower chapters have very similar socials and pairs as the mids. They all rotate pairs. What Tiers Mean (We also consider looks, membership, involvement, rep, etc) 
•Top- most popular, mostly top socials & top/upper pairs. 
•Upper- popular, mostly upper socials & pairs. 
•Mid- some popular, mostly mid socials & pairs. 
•Base- unhoused, not as popular, mostly have mid/base socials & pairs, some unpaired.
