Because pan, nationally not specific to here at UCF, is in the business of getting as many members as possible so they'll pay their dues and make them money. Recruitment is done the way it is to match as many women as possible to a sorority. Not necessarily their top choice but "trust the system" and you will end up loving where you ended up. This is why sororities are twice the size of most fraternities and the largest fraternity at 180 members is so differently sized than the majority in the 50 to 70 guys range.
