You should reach out to the PHA person who ran recruitment (I think her email is probably on their website) and tell her that you'd like to fill out the COB Interest form. Because the pledge class sizes were smaller, that probably means there's going to be fewer spots for COBs and it's going to be very competitive. Good luck.
