I think it's pretty easy to line up frats this way. Generally if two frats give the same guy a bid, he'll choose the one above. If they're on the same line, often the frats are recruitment rivals (SAE/Pike); sometimes they're quite different personality/culture-wise, and people just pick the one that is better for them (Delt/Beta).
