@poor locals, your point actually really accurate, but both those organizations were still local organizations prior to going international. The requirements for interest groups are a little bit more complicated, and as far as I know, it's just easier and makes your group more appealing to international organizations by showing that you are already able to function as a Greek organization. An interest group situation would be closer to Phi Delt's recent colonization, where there was no preexisting organization to transition over, but even that isn't quite right either. Many international chapters in Ottawa started out similarly as local organizations intending to go international.
