If upperclassman quota is optional But since it includes juniors most sororities will take them to fill holes from dropouts. But not enough juniors are going through, so they take some sophomores If they don't take the full quota they fall behind in size. And it would appear as if they didn't make quota. If they fall behind in size total wouldn't keep going up. Really to not take them is pointless as long as they are girls you want in your chapter.
