Having the most chapters just means that you colonize in more places. Many chapters choose to be more selective and not colonize at places like Lamar college, Texas State, University of Houston, UT San Antonio, etc. That is not to say that is a bad thing, just a completely different philosophy. I definitely do not think sororities with the most chapters, followers, etc are "better" though.
