I would break it down like this: Pi Phi/KKG/XO Zeta/DDD A Phi AXO DG KD ADPi, AXid Theta is unique and where it falls in the rankings is very subjective. From the outside, they present like a top house because they're usually pretty and outgoing. But the girls who want Theta - and who are heavily recruited by Theta - are not considered top rushees by any of the traditional top houses. They tend to be new money, high-drama mean girls with bad reputations who were cut by the top tier but also wouldn't fit in with the mid and lower tier chapters.
