The most desired or "best" houses are required to make disproportionately heavy cuts in the first rounds to give the weak houses a chance at getting girls who otherwise would not consider them and who frankly are better fits in the houses that had to drop them because of RFM. After being forced to make such heavy cuts in the early rounds, it's not unusual for top houses to have a few unfilled spots when all of the top PNMs they were going after have been distributed between them. Many of the girls who top houses had to release early due to RFM don't fit in with the bottom tier sororities and they know it. They drop rather than joining one of the lower tier sororities RFM is trying to farm them into. These are the girls who get snap bids. They are girls the top houses liked in the first place but had to cut due to RFM because they were allowed fewer invitations. They're not girls who were dropped by lower tier houses but girls who dropped out rather than joining lower tier houses where they knew they didn't fit in.
