I know there are a lot of varying opinions on this website, but here is the real truth. SAE is the top fraternity, whether you agree or not. Fiji is a close second. As far as sororities, PKT is obviously the top 3. They are the hardest to get into and have the coolest girls from all the big Texas schools. Pi Phi and Theta are slightly higher than Kappa however. Some years one sorority may have a better rush, but that does not change the fact that they are the top 3.
