at best. You could make a strong case for Phi Psi being middle of the mid tier. Phi Delt/Pikapp are at the bottom of the mid-tier. Phi Psi has probably passed them, as they should have since they've been around longer. Wouldn't pledge Phi Delt for one specific reason, they aren't allowed to drink/party at their chapter house. If you like the guys substantially more than other chapters you rush, go for it.
