Yeah. Everyone will be over total after recruitment. but then they'll vote to raise total to average chapter size. That means anyone under that avg. size can add members up to that new total. This is to help chapters stay competitive with each other in size. XO is smart to do this--and it explains why they are holding their competitve edge--they do it selectively (as should all groups who do it) b/c they know that it only takes a few years of some other group taking advantage of this while they are sleeping and then suddenly the chapters who do not do it will look small when they return for formal recruitment.
