Any chapter who is looking to keep a competitive edge (save for the hallowed Big 6 who are all-too-aware of---and slaves to---the traditionally-negative "stigma" of recruiting outside of the formal process) will do this when they are under average chapter size. This number adjusts annually. So even chapters that always make quota and are strong chapters but maybe have uneven class distribution or graduate some seniors early or whatever, they will use that opportunity to pledge a handful of really strong girls so that they don't slip in size-comparison (and also some will pledge girls who might not have picked them in formal--as in, she might have been snapped up by a stronger house-- so that they can leverage that strength in formal recruitment when the girl is now on "their side" recruiting for them.) Sometimes it's a necessity (if your chapter is struggling for members it's just a way of life) but other times it is pure strategy (if you are upwardly mobile or are trying to be sure your house stays competitive and you don't want your edge to slip!) The idea is to make the "spring bids" count for something...meaning, they should always look for girls who will strengthen their positioning.
