Spoke to a Graduating Chapter Officer who confessed to skimming their Chapter's budget for personal use. He stated all of the other officers were doing it as well. He acknowledged it did not make it right but there was no oversight to stop them. No one in the Chapter had the time or interest to monitor the Chapter financial budget. He plans to make Chapter donations in the future to diminish his guilt.
