There is a big difference between top tier and middle tier. For top you need to have a contact to get on lists, but OOS doesn't really matter that much as long as you can make a good impression while you're here. As far as middle tier goes, you can sign up on the Texas IFC website and their rush captains will reach out to you. Also don't even bother rushing Rho :)
