It seems like someone in the bottom tier is always rising maybe Phi Delt , maybe Beta maybe Lambda Chi but when you look at it they never seem to get up to the mid tier. It's takes organizational skill to make that move. You have to have several years of success. Several years of recruiting better members and more of them, Several years ofworking on sorority relationships. Getting better housing and making the effort to get members into Cowboys, Spurs etc. You can't make it in a year or two and it's hard to do with the turnover in membership.
