COB for one reason or another, they just won't make it public. With so many members, there is bound to be one or two girls here and there that have to drop due to family circumstances, medical reasons, etc. The "public" will never hear about it, though. Signing up for COB does no good for most chapters. Any open spots go to friends of actives.
