not 10 strong of 13, I'd say it's 13 strong of 14. There are definitely differences between the top and bottom houses in there, but even the bottom of the sororities doing formal rush primarily associate with middle/lower middle tier fraternities. There are more and less relevant sororities, but none qualify as irrelevant or bad.
