It's not a policy at my house. @OP if it were me I would definitely rank your legacy house last after first round. You don't get to cut them. Also be sure your DG friends (and all other chapters you have good friends) know you aren't interested in legacy house. Be open to all lower tier too. And let them know you are very interested.
