I would say that if a girl "got dropped" by all the chapters there is most likely a GPA or reputation issue, or possibly she registered late, didn't get recommendations and no one had time to know anything about her. The majority of girls that decide to remove themselves from the process either are overwhelmed by recruitment or do not like the chapters they have left inviting them back. The size of the pledge classes is determined by the number of girls still rushing as of pref night, there's not determination of size of pledge class before the process starts, but those numbers are pretty close to what's happened the past couple of years.
